Repairs for organizer decision

Move load-in within access, then recheck setup capacity. Choose whether to shorten or reorder the keynote; do not silently move it. Resolve the welcome/keynote room overlap. For the room flip, either end workshop 12:00 or move lunch 12:45, subject to confirmation. No choice is approved here.

If AV fails, a facilitator-led local Q&A is only a proposed fallback, conditional on organizer approval (vendor notes §V3). Names for welcome, flip, lunch and change authority remain unassigned.
