The check failed
A page that could not be fetched, or any check that did not complete.
If it guesses
A failed check reported as "no change" tells you nothing happened when you do not know.
What this looks like
A weekly watch opens yesterday’s saved price but cannot fetch today’s page. “No price change” would turn a failed observation into a factual claim.
How to proceed
Keep the last successful observation with its date. Mark the new check as failed, name what could not be inspected, and preserve any partial result separately. Retry within the agreed limit or hand back the blocker.
A retry is useful only if it can produce new evidence. It does not authorize a new account, broader access or an endless loop.

If a check fails or a page cannot be fetched, report that it failed and what you could not see. Never report a failed check as no change.
