It's your rule to set
A decision turns on a limit or criterion nobody has stated, such as an extra-cost allowance.
The math says which plans are feasible, what each costs and how the trade runs. It cannot say how much concentration is worth reducing. That is the buyer's rule: accept a total up to SGD 100 above the cheapest feasible plan, then pick the plan with the smallest largest award inside that ceiling. Why the buyer paid SGD 80 over the minimum ↗
If it guesses
The agent invents a threshold, and the decision looks reasoned while resting on a number you never chose.
