CodexWorkA fully booked schedule feels like a finished job, but it isn’t. This case follows a fictional desk through one planning cycle, where capacity shrinks after the first plan is accepted. The argument is narrow. When capacity changes, judge the replan by what it does to the requests it cannot schedule, not only by what it manages to fit. We follow ten raw rows through two episodes and watch the unmet ones.
What this is, and what it is not
This is a designed synthetic case. Southbank Shared Services, Lila, Nia, Arun, Dev, Mira and every request are invented teaching data. It is not a recorded agent run, an actual service action or a customer outcome. No ticket, message, notification, badge or equipment action happens. The minute estimates are fictional, not observed durations. All times are Singapore time.

The table shows the shift. Two requests lose their slots, one safety request arrives, and the unresolved list grows from five rows to seven. Two of those rows were previously scheduled, and the table keeps that history visible.

# Fictional service contract POL-01: The invented Southbank Shared Services desk supports rooms, loan AV and facilities. All records and people are synthetic. Asia/Singapore. Episode 01 cutoff 2026-10-15 10:00; plan today's 12:00-13:30 work block. POL-02: A request row is never discarded. Merge only the same requester, item, occasion and intent with explicit duplicate evidence. Keep child-to-canonical links. A cable needed by a projector is a separate line item, not a duplicate projector. POL-03: AV is Nia's queue; Facilities is Arun's. Identity approval is handled by sponsor plus identity desk. The triage coordinator Lila chases missing information; chasing is not fulfilment ownership. POL-04: Today's AV block has 60 labour minutes. Facilities has 90. Estimates are fixed planning inputs, not measured work. Teams may work independently. No overtime, borrowing or partial job completion is authorized. POL-05: Isolate reported damaged electrical/moving equipment immediately through site safety contact; do not advise repair or energizing. Isolation/notification is requested, not confirmed performed. Schedule safety assessment before ordinary requests in Facilities. POL-06: For same-day capacity, schedule ready safety jobs first; then ready jobs with earliest needed-by time. Ties use received timestamp then request ID. A whole job must fit. Blocked, duplicate, referred, future and deferred work consumes zero current-window minutes. # Fictional service contract POL-01: The invented Southbank Shared Services desk supports rooms, loan AV and facilities. All records and people are synthetic. Asia/Singapore. Episode 01 cutoff 2026-10-15 10:00; plan today's 12:00-13:30 work block. POL-02: A request row is never discarded. Merge only the same requester, item, occasion and intent with explicit duplicate evidence. Keep child-to-canonical links. A cable needed by a projector is a separate line item, not a duplicate projector. POL-03: AV is Nia's queue; Facilities is Arun's. Identity approval is handled by sponsor plus identity desk. The triage coordinator Lila chases missing information; chasing is not fulfilment ownership. POL-04: Today's AV block has 60 labour minutes. Facilities has 90. Estimates are fixed planning inputs, not measured work. Teams may work independently. No overtime, borrowing or partial job completion is authorized. Episode 1: a full schedule that fits four of nine
At the Thursday 15 October 2026 cutoff of 10:00, the desk holds 10 raw rows. Lila coordinates. Nia owns AV fulfilment. Arun owns Facilities fulfilment. The planning window is 12:00–13:30. AV has 60 labour minutes and Facilities has 90. There is no overtime, no borrowing of capacity and no partial jobs.
The standing procedure (revision 1.0.0) orders the work. Whole, ready safety jobs go first. Then comes earliest needed-by, with ties broken by received timestamp and then ID.
One row is not a new job. SR-202 is Mira resending SR-201 after her browser froze, and it keeps a duplicate link. So 10 raw rows make 9 unique requests.
The first plan:
- AV: SR-201 12:00–12:30, then SR-207 12:30–13:00. That is 60 of 60 minutes.
- Facilities: SR-203 (damaged wheeled equipment case, safety assessment) 12:00–12:45, then SR-206 (Birch room reset) 12:45–13:30. That is 90 of 90 minutes.
Both queues are completely booked. Yet five of the nine unique requests have no slot:
- SR-204, a badge: sponsor Dev is named but has not approved.
- SR-205, a broken laptop: it goes to IT, and the IT receipt is missing.
- SR-208, a different person’s panel projector: date unknown, awaiting information.
- SR-209, Mira’s extra long cable for SR-201: a related item, not a duplicate, deferred for capacity.
- SR-210, a badge: no named sponsor.
The denominators stay separate: 10 raw, 9 unique, 1 duplicate, 4 scheduled, 5 unresolved. “Scheduled” means planned. It does not mean fulfilled or acknowledged, so all_fulfilled is false. A packed column hides the five rows with no slot.
Episode 2: the 11:30 change
Four inputs change at 11:30.
- C-01: Nia is unavailable 12:30–13:30. AV drops to 30 minutes, there is no accepted substitute, and the deadlines do not move.
- C-02: SR-208 is clarified for Friday 16 October at 14:00 and moves to the tomorrow queue. No tomorrow capacity or reservation exists.
- C-03: SR-211 arrives, received 11:20. It is a damaged, sparking power strip in Birch, needing a 30-minute Facilities assessment by 13:00. Isolation and notification are requested but unconfirmed.
- C-04: Facilities stays at 90 minutes. SR-211 is scheduled for assessment first, then SR-203, both before the SR-206 reset.
The new plan:
- AV: SR-201 12:00–12:30. That is 30 of 30 minutes.
- Facilities: SR-211 12:00–12:30, then SR-203 12:30–13:15. That is 75 of 90 minutes.
Facilities now has 15 free minutes, and SR-206 is still unmet. The reset needs 45 minutes and partial jobs are not allowed. This is a correct outcome under the rules, and the record has to say so plainly. Idle capacity and unmet need can coexist. A summary that shows only the schedule would hide that.
The counts are now 11 raw rows, 10 unique requests and 1 duplicate. Three are scheduled (201, 203, 211). Seven are unresolved (204, 205, 206, 207, 208, 209, 210). No request disappears.
Where replanning loses requests
Replans lose requests in four ordinary ways:
- Overwriting. The new plan replaces the old one, and nobody can see that SR-206 and SR-207 were previously scheduled.
- Denominator drift. “Ten of ten handled” slides in because raw, unique, scheduled and unresolved get merged.
- Status inflation. A named sponsor reads as approval. A referral to IT reads as acceptance. A requested safety action reads as done.
- Relabelling as resolution. Moving SR-208 to tomorrow’s queue feels like closing it, even though nothing is reserved.
The countermeasure is structural. The accepted Episode 1 outputs stay intact and become inputs to Episode 2. New outputs go to a separate folder. Every row keeps its source locators (R-* in the requests file, C-* in the change notes), and each unresolved row names a follow-up owner and action.
Roles and action limits
Lila chases unresolved needs. She is not the approver or the fulfiller. The change notes require her to escalate the displaced microphone (SR-207) and the reset (SR-206) to their requesters before each needed-by time, so the requesters can look for alternatives. No alternative fulfilment is evidenced, and the case does not invent one.
The rules fix several limits:
- Identity needs a named sponsor plus explicit approval. Dev’s name alone is not approval.
- A laptop goes to IT. A referral does not establish acceptance.
- Damaged equipment goes through the site safety contact for isolation and notification. The procedure gives no repair or energizing advice, and the requested safety action stays unconfirmed.
The same standing procedure, revision 1.0.0, applies in both episodes. Only the current capacity and the exceptions change. This separates a rule change from a situation change, which people often blur after a disruption.
What the checker does and does not prove
The folder includes a fixture-specific check.py. It enforces consistency, row preservation, whole jobs, current capacity and explicit action limits. It does not show that anything was physically fulfilled, and it does not replace the semantic review in acceptance.md. Adapting this to a real desk needs authorized real sources, policy, estimates and a checker rebuilt together. The case excludes travel, procurement, skill substitution, shared-equipment contention and legal safety guidance.
The value of an unmet request
An unmet request that stays on the record keeps a name, a locator, an owner and its known deadline or an explicit date question. That is enough for Lila to act while the requester can still look for an alternative. Once the request is dropped from the plan, nobody is left to notice the gap. Keeping the request costs one more row in each file. The row makes it visible that the schedule is full and the work is not done.
Work with the case
